This view allows us to measure the influence of the coloniality of power. Thus, the processes of colonization and its continuity as coloniality and direct influence on the way in which regional institutions and societies have structured themselves, as well as the late insertion and the dependent form in world capitalism, can not be disregarded. Thus, within the categories of coloniality of power and dependence, it is possible to objectify an understanding of the construction and structure of the State in Our America, especially if one considers the peripheral condition of the continental economy aggravated by a scenario of institutional crisis of the modern State. Faced with this problem, it is possible to reflect on the phenomena such as globalization and neoliberalism have accelerated the process of appearance of the contradictions inherent to the capital and institutional system in force. Given the current paradigm, it is proposed a reflection on the state of the art of regional institutional political power.
